Unified Planning Work Program (UPWP)
Under Federal planning guidelines MPO’s are required to submit a work program that highlights transportation planning projects into broadly categorized planning activities and explains the funding for each activity for a fiscal year (FY). This is done through a document called the UPWP. The funding is provided through the State of Tennessee (TDOT) from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). FHWA funds are provided at an 80/20 match ratio, with 80% of the total funds provided by Federal funds and 20% provided by Local. The FTA funds are provided at an 80/10/10 ratio with 80% being Federal, 10% being State and 10% being Local.
Fiscal Years 2020-2021 UPWP
This UPWP will cover a period of two years, from October 1, 2019 to September 30, 2021.
The Fiscal Years 2020-2021 UPWP was adopted by the Executive Board on Wednesday, August 28, 2019.

FHWA Approval Letter
No. 1 - April 27, 2021 - Proposed to amend the Fiscal Years 2020-2021 Unified Planning Work Program (UPWP) to replace Task E with a new task to update the Regional Information Technology System Architecture and Deployment Plan in partnership with TDOT and move the funding to Fiscal Year 2021

No. 1 - October 3, 2019 - Modified to show a task for the ADA Transition Plan for the City of Elizabethton, funded with $124,000 from the STBG Program ($155,000 Total, which includes $31,000 in Local funds).
No. 2 - August 5, 2020 - Modified FY 2020 to move funding from Task A2 to Task A1, by increasing Task A1 by $20,000 ($16,000 FHWA federal funds and $4,000 Local) for a new grand total of $150,000; and decreasing Task A2 by $20,000 ($16,000 FHWA federal funds and $4,000 Local) for a new grand total of $70,000.
No. 3 - September 16, 2020 - Modified FY 2020 to add an additional $20,000 ($16,000 Federal and $4,000 Local) in Surface Transportation Block Grant (STBG) Program funding to Task G - Elizabethton ADA Transition Plan to assist with additional sidewalk evaluations. Also, the Tables on pages 38 and 40 were modified to remove an error where the Plan’s funding was shown in FY 2021
