Title VI Nondiscrimination Statement
The Johnson City Metropolitan Transportation Planning Organization (MTPO) ensures compliance with Title VI of the Civil Rights Act of 1964; 49 CFR, part 26; related statutes and regulations to the end that no person shall be excluded from participation in or be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance from the U.S. Department of Transportation on the grounds of race, color, sex or national origin.

Complaint filing instructions and complaint forms are also available at the JCT Transit Center (137 W. Market St) or the City’s Human Resources office (601 E. Main St). Complaints must be filed within 180 days of the alleged discrimination, and should be submitted to: Human Resources Director, City of Johnson City, 601 E. Main Street, Johnson City, TN 37601.

- Compiled Variety of ADA Transition Plan Resources and Templates– This compressed .zip folder(download here – size 22 MB) includes the following resources to assist local agencies with updating their ADA Transition Plans:
- Comprehensive ADA Transition Plan Resources folder – Open the “LRRB_ADA-Final.pdf” first for an interactive journey through the ADA Transition Plan process with links that open helpful documents in the corresponding “Documents” folder. This was put together by the Local Road Research Board in Minnesota. It also includes sample templates for each component of the Plan.
- ADA Compliance of Transportation Agencies: A Review of Practices by American Association of State Highway and Transportation Officials (AASHTO)
- How to Develop an ADA Transition Plan PowerPoint Presentation by FHWA Civil Rights Division
- ADA Transition Plans – Guide to Best Management Practices by National Academy of Sciences and National Cooperative Highway Research Program
- TDOT Workshop on ADA Compliance for Municipalities Presentation – If you were not able to attend a regional workshop, this is the presentation that was given by TDOT.
- The ADA and City Governments: Common Problems – This resource describes several noted issues or misconceptions about the ADA. The requirement to have an ADA Transition Plan applies to entities with 50 or more employees (this includes temporary staff and elected officials). Please note there is no “grandfather” clause in the ADA. The local governments must remove barriers to public facilities when it is readily achievable to do so. Any exceptions must be documented as to why the barrier could not be removed (burdensome expenses, can’t alter an historic facility, fundamental change to a service or program, etc).
- ADA Guide for Small Towns – Please remember that Title II of the ADA applies to all State and local government entities, regardless of size.
