FY 2024 Annual Listing of Obligated Projects

Johnson City MTPO publishes the Annual Listing of Obligated Projects for the area

Each year, the Johnson City MTPO publishes a listing of federal funds that were obligated during the previous 12 months. What does “obligated” mean? When federal transportation funds are “obligated,” it means the federal government has made a legal commitment to pay a specific amount for a transportation project, essentially reserving those funds for that project, even if the actual cash disbursement hasn’t happened yet; it signifies that the project has been approved and the federal government is legally bound to provide the allocated funds once the project progresses to eligible expenditure stages.

The listing covers the time period of October 1, 2023 to September 30, 2024, which is the federal fiscal year. Within the Johnson City Urbanized Area, there were seven projects funded by the Federal Highway Administration and three projects funded by the Federal Transit Administration.  They are:

Highway Projects

  • US 11E/SR 34 Intersection of Stockyard Rd and Precision Blvd (traffic signal) – Preliminary Engineering – Design Phase
  • Broadway St at Norfolk Southern RR (RR crossing safety) – Construction Phase
  • McKinley Church Rd at Norfolk Southern RR (RR crossing safety) – Construction Phase
  • SR 34 (North Roan St), from SR 381 to Princeton Rd (safety project) – Construction Phase
  • Knob Creek Rd, from Marketplace Blvd to west of Mizpah Hills Dr (reconstruction and bridge over CSX RR) – Preliminary Engineering – Design Phase
  • Safety Initiatives in Carter County
  • Safety Initiatives in Washington County

Transit Projects

  • Two Operations Grants for NET Trans Demand Response Service
  • One Operations Grant for Johnson City Transit

In total, there are 10 active projects for the region that brought in $7.759 million in federal funds.  For the full details, please review the document below.
