Abstract: The Census Bureau releases a new bounary of each urbanized area in the United States about two years after each decennial census. The Federal Highway Administraton gives each Metropolitan Planning Organizations (MPOs) a chance to adjust their boundary, or smooth it, to include parts of a road that may not be included within the boundary. This helps provide better planning for the area if the entire road is in the MPO's boundary.
