Unified Planning Work Program (UPWP)

Under Federal planning guidelines MPO’s are required to submit a work program that highlights transportation planning projects into broadly categorized planning activities and explains the funding for each activity for a fiscal year (FY). This is done through a document called the UPWP. The funding is provided through the State of Tennessee (TDOT) from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). FHWA funds are provided at an 80/20 match ratio, with 80% of the total funds provided by Federal funds and 20% provided by Local. The FTA funds are provided at an 80/10/10 ratio with 80% being Federal, 10% being State and 10% being Local.

The Fiscal Years 2017 - 2018 UPWP was adopted by the Executive Board on August 25, 2016. It will run from October 1, 2016 to September 30, 2018.

Amendment 1

Amendment 1 adds additional FTA Section 5303 funds to Task D - Transit Planning. The Amendment 1 document shows the old and new pages. The amendment is pending Executive Board and Staff approval, which is scheduled for Friday, March 17, 2017.
