Under Federal planning guidelines MPO’s are required to submit a work program that highlights transportation planning projects into broadly categorized planning activities and explains the funding for each activity for a fiscal year (FY). This is done through a document called the UPWP. The funding is provided through the State of Tennessee (TDOT) from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). FHWA funds are provided at an 80/20 match ratio, with 80% of the total funds provided by Federal funds and 20% provided by Local. The FTA funds are provided at an 80/10/10 ratio with 80% being Federal, 10% being State and 10% being Local.
The Johnson City MTPO is proposing to amend the FY 2018 UPWP to add a new task and add additional funding from the new Consolidated Planning Grant. To view the old and amended pages, please see the document below.
The Executive Board and Executive Staff approved the amendment on Thursday, February 22, 2018. It is now pending TDOT approval.
